They paid to expand the airport, and they paid into a guarantee bond so that Delta Airlines would start travel between the USA and Liberia without financial risk. The efforts and monies committed by the developers were indeed a success, and it wasn’t long before the route became profitable for Delta, bringing millions of tourism dollars to the area.
